Between now and October 2024, Helper City, with assistance from Franson Civil Engineers, will be conducting an inventory of all culinary water system service lines. This inventory is being conducted using grant funding from the Utah Division of Drinking Water in response to the Environmental Protection Agency’s (EPA) recent revision to their Lead and Copper Rule. A water service line consists of two sections, the publicly owned portion from the City’s main distribution line to the water meter and the privately owned portion from the water meter into the building. The City is required to identify the material that both sections of the service line consist of. The inventory may be completed through research of historical records, residential surveys, and onsite field work. Helper City will use various methods of communication, such as newspaper, social media, and/or billing mailers to keep citizens informed throughout the process. Representatives from Helper City or Franson Civil Engineers may be conducting onsite surveys of meter boxes during the inventory. Residents and business owners can assist with the inventory by completing a survey to determine the material of the privately owned portion of the service line.
